Meet Our Founder

Jim McFarland began his zoning work in January 2012 as a township zoning inspector until 2016 when he started ZoningResources.com.

During that time Jim facilitated a full revisions of their township zoning code and managed the first village dissolution in the state of Ohio of a village into a township. Jim and his team have presented to the Ohio Township Association, Ohio Code Enforcement Officers Association and the Ohio Bar Association.

With his zoning background, complementary services have partnered with ZR for permit processing, variance representation and real estate development support.  With a broad scope along the southwest, southeast, east coast and Midwest, Jim’s team has a broad reach geographically.

We offer a range of services including compliance, information, use, zoning letters, code research, permit expediting, building and site investigation, collaboration with project managers, architects, surveyors, engineers, permit delivery, and signage and graphics services.

Do You have application fees? What is your billing process?

ZR handles all filing fees as a “pass through” cost to your clients* allowing some margin for you to leverage for competitive bidding.  ZR customizes billing just for YOU.

Do you offer guarantees or assurances?

In the words of the late Donald F. Brosius, “If you want a guarantee, buy a muffler!” and while we wish variances and permit approvals were certain, our team of specialists argue for YOUR clients through pre-filing communication with jurisdictions and stay on top of review periods throughout entitlements and permit submittal timeframes.

How do you add value?

For project managers, we’re not afraid to “babysit” when necessary to hold staff accountable throughout entitlement process.  We also “Human verify” all findings in zoning reports. For wholesale sign manufacturers or local installers, we confirm “what can we put here” quickly and accurately while also removing the burden of paperwork filings from your sales team allowing them to focus on what they do best.As legislative representatives, we can present your clients wishes to most boards for less cost than an attorney because our team are comprised with AICP planners and ICC endorsed code specialists.  We deal with bureaucracy so you don’t have to!

How do I get a procurement or entitlement quote?

ZR provides retained monthly fixed cost pricing for entitlement projects and flat rate fees on graphics and zoning reports.  Many of our clients appreciate known costs up front when bidding to clients whether for a regional graphics changeout or project budget projections on TI or ground up projects.
